The evil Rotarios may well be the DDS' and Windscorpion's greatest enemy.
He started out as a mercenary robot (origin unknown) recruited by the HCS during the New Rome invasion. Under his rule the HCS conquered Eastern Europe and dealt a severe blow to the DDS. It was Rotarios who killed the original Windscorpion by shooting him in the back during the HCS attack on DDS GHQ which almost destroyed the DDS.
Windy (when restored) took revenge by capturing Rotarios and turning his head into an ornament to be eternally punished. Mutre Bee managed to rescue Rotarios and his body was rebuilt by Professor Piss. Rotarios was soon approached by Vodaphone to lead a coup of the DDS. Dark forces undermined The Shiner's regime and Rotarios was elected DDS Commander in a rigged poll.
As Commander Rotarios sought to twist the DDS into an evil and dark mirror of his deranged mind. He gambled on being able to keep Windy under control after his attempt to kill The Oiled One failed. Finally Windy's patience ended and he killed Rotarios and wiped out The Hoods.
However Rotarios was not finished. Professor Piss built a new body and restored Rotarios' memories from a back-up. Rotarios was recruited by Dr Slow to help engineer the downfall of the ABBOs so their land could be annexed by the Tarbotians. Rotarios engineered a war between the ABBOs and Bolitic and the DDS and Dinos to weaken all sides so they could be conquered. In the event only the ABBOs were weakened sufficiently and they were utterly wiped out by the Tarbotians. Rotarios is now governor of a new Tarbotian province based on the ex-ABBO territory. He still seeks revenge on the DDS and Windy. Windy knows of Rotarios however seems uninterested in killing him again.
